Thinking about this issue, I was wondering what people thought about
making the admin module a separate block rather then integrating it
with the user navigation. This would eliminate one click. The more I
think about this, the more I think I am also in favor of making the
menu dynamic rather than static. As a system/application menu, it
should offer quick access to any of the deeply nested functions for the
system.

Pros / Cons?

I would like to have the admin module menu be in a separate block. One
advantage is the ability to then place that block in different locations
and theme it differently. Another is that makes it clearer which links
other users have when one is an admin.

The more I think about this, the more I think I am also in favor of
making the menu dynamic rather than static.
My first reaction when I first saw the administration menu was "why
isn't this dynamic?". I am with you on this one.

I could provide/debug the script and describe the needed behaviour.
